Job Description:
The Uttar Pradesh Excise Department invites online applications for the allocation of composite liquor retail shops (Country Liquor, Foreign Liquor, and Beer) and Model Shops for the fiscal year 2025-26. The E-Lottery system ensures transparency and equal opportunity in the allocation process. The process is in line with government directives and policies aimed at enhancing revenue collection and fairness in the retail liquor market.
Key Responsibilities:
- Submission of an online application for liquor retail shops via the official portal: https://exciseelotteryup.upsdc.gov.in/
- Compliance with excise policies and state regulations.
- Submission of required documents, including:
- PAN Card
- Financial Capacity Proof (Net Worth Certificate or Property Valuation Certificate)
- Income Tax Return (ITR)
- Nomination and Consent Affidavit
- Payment of the non-refundable processing fee for application submission.
- Adherence to the licensing conditions and business operation guidelines.
- Fulfillment of financial commitments as per the terms of allocation.
Eligibility Criteria:
- The applicant must be an Indian citizen.
- Must be financially capable of running a liquor retail shop.
- Must not have any criminal background.
- Maximum of two shops per applicant across the state.
- Only one application per shop is allowed. If multiple applications are submitted, excess applications will be rejected, and the fee will be forfeited.
Processing Fees for Different Categories:

- Category 4: Within Nagar Panchayat and a 1 km radius.
- Category 5: Rural areas.
Application Process:
- Online Registration: From 14th February 2025, 04:00 PM onwards.
- Application & Fee Payment: Begins 17th February 2025, 12:00 PM.
- Deadline for Submission: 27th February 2025, 05:00 PM.
- Application Verification & Data Locking: 4th March 2025, 05:00 PM.
- E-Lottery Draw: 6th March 2025, 11:30 AM.
- Fee Payment by Selected Applicants: By 11th March 2025, 05:00 PM.
Payment Schedule for Selected Applicants:
- 50% of security deposit within 10 days from lottery date.
- 30% of security deposit within 25 days from lottery date.
- 20% balance amount within 35 days from lottery date.
- Late fee: ₹2,000 per day for a maximum of 15 days.
- Failure to pay will result in cancellation of allotment.
Important Notes:
- The application fee is non-refundable.
- Shops allocated through E-Lottery for 2025-26 will have a renewal option for 2026-27.
- No manual applications will be entertained.
- Business hours for liquor shops will be 10:00 AM – 10:00 PM.
- E-Bank Guarantee is mandatory for financial security.
- Online document verification is enabled for PAN authentication.
